When you leave the building you see a few officers, when you look to the left ,one officer is executing a citizen, When you look to the right, you see a citizen on a bench that you could make friends with. Although rations are available and if you wait too long, the place will be closed. 
Rescue the citizen being executed
Talk to the citizen on the bench.
Go get rations
